Now we talk about all of your expected guesses. If J and Z came to your mind, you were pretty much closer in your guess. By the way, letters J and Z are only used in the states of New Jersey and Arizona.
There are a few more characters that have been used once or twice. For example, in Alabama and Nebraska, only in these two states you will get the letter B. You will not find F in any state name except California and Florida.
Even if your guess was the letter X, you were pretty close to the correct answer, because X is only found in Mexico and Texas. Only the letter P is used in the following U.S. States names:

However, if Colombia and Puerto Rico become the 51st and 52nd states in the United States, we will see B, F, and P in them.
It is the letter Q that will not be found in the name of any American state. Q is the only alphabet that does not appear in the name of any U.S. state.
